Drone operators must assume the prescribed rights and responsibilities of a captain to ensure flight safety. The drone operator must be clearly identified when applying for a flight plan to facilitate oversight by regulatory authorities.

 

Organizations or individuals organizing and implementing civilian drone activities must possess the means to monitor or track the flight dynamics of their drones and establish reliable communication links with relevant regulatory units. This helps in the timely detection and handling of abnormal situations during drone flights.

 

Violations of drone flight management regulations will be punished in accordance with the "Law of the People's Republic of China on Penalties for Administration of Public Security" and other relevant laws and regulations. This includes illegal acts such as flying in prohibited areas, zones, or time periods that disrupt public order, illegally hacking drone security control information systems, and using drones to obstruct the performance of official duties.
